Buhari’s Npower Programme has Little Impact on Nigerian Youth -Ndume
Ali Ndume, the Senator representing Borno South senatorial district, said President Muhammadu Buhari’s Social Intervention Programmes (SIP’s) has made little impact on Nigerian youth despite the billions invested in it since the programme was introduced over four years ago.
Speaking on Channels Television programme, Politics Sunday.
Ndume said poor implementation by the administration led to poor output and slow progress of the programmes.
The programmes under the SIP are Npower, GEEP, Conditional Cash Transfer (CCT) and The National Home Grown School Feeding Programme (NHGSFP).
According to Ndume “I can tell you that from the beginning, we came in with three main agenda. One is to secure the country, two is to fight corruption, and three is to provide infrastructure. You cannot say that the president has not performed in these three areas. But the impact and then the implementation is the problem.
“Under normal circumstances, you don’t expect the president to do that personally himself. He is supposed to get the able hands. That is where the problem started. That is where we have the problem.
“I will give you an example, in the case of the youth. When we were campaigning, we saw many youths and the president asked, what are we going to do with this? That was when the idea of N-Power came,” Mr Ndume said.
Nigerian govt plans to spend N400 billion on NPOWER in 2021
For 2021 fiscal year, the Nigerian government, under the ministry of humanitarian affairs, has proposed to spend N400 billion on its social investment programmes (NSIP).
According to report gathered by GoldenNewsNg , This comprises a total recurrent expenditure of N350 billion and N50 billion for capital spendings, according to a document submitted to the National Assembly by its joint committees on poverty alleviation.
A document showed that while the proposed recurrent expenditure for next year would remain unchanged, the estimate for personnel cost was increased by 2.31 per cent, from N166.3 billion in 2020 to N170.1 billion in 2021.
This increase is “because of (an) increase in the number of NPOWER (NTEACH Hub) beneficiaries from 400,000 to 450,000,” the document said.
More than half of the total proposal for recurrent expenditure (that is 52.6 per cent) would be used for the implementation of programme components of the Job Creation Unit (JCU), including N-Power and Innovation Hubs.
This means that NPOWER and its affiliate sub-programmes on job creation for the enrolment of 450,000 N-Power volunteers and training, tooling and mentoring of 54,000 non-graduate beneficiaries would cost about N200.3 billion.
Buhari’s N-Power, Anchor Borrowers Programme has made little impact — Ndume
The Muhammadu Buhari administration’s Social Intervention Programmes (SIP’s) has made little impact in addressing challenges facing Nigerian youth despite the billions invested in it over the past five years, according to Ali Ndume.
The senator representing Borno South senatorial district, said this on Sunday, while he appeared on a Channels Television programme, Politics Sunday.
He said the poor output and slow progress of the programmes were as a result of poor implementation by its administrators handling the projects.
“I can tell you that from the beginning, we came in with three main agenda.
That is where we have the problem
I will give you an example, in the case of the youth. When we were campaigning, we saw many youths and the president asked, what are we going to do with this? That was when the idea of N-Power came,” Mr Ndume said.
The N-Power programme is one of the four empowerment schemes set up by President Muhammadu Buhari in 2016 to improve the living conditions of millions of poor Nigerians across the country.
The scheme was domiciled in the office of the vice president, Yemi Osinbanjo during Mr Buhari’s first term in office. It has since been moved to the Humanitarian Affairs ministry, headed by Sadiya Farouq at the inception of the President’s second term in office.
The SIPs include the school feeding programme for primary school pupils, N-Power for jobless graduates, the conditional cash transfer for elderly vulnerable Nigerians, and the government empowerment programme that includes TraderMoni – giving microloans to small-scale traders.
