NPC Postpones Training For Enumerators, Supervisors

The National Population Commission (NPC) has announced the postponement of the training program for Local Government level enumerators and supervisors engaged for the 2023 national population census exercise. The training, which was supposed to begin on April 13, has been postponed indefinitely. The Commission’s Director of Public Affairs, Dr. Isiaka Yahaya, disclosed this in a statement via the Commission’s official Twitter handle, but he assured Nigerians that the Commission remains committed to conducting a credible and acceptable population and housing census, and that all preparations were in top gear. The new date for the LGA level training of supervisors and enumerators will be communicated to the public in due course. Despite the postponement of the training, the 2023 population census exercise is still scheduled to hold from May 3 to 5, 2023, as the NPC has concluded the training of its data managers and is prepared for Nigeria’s first census in 17 years.

FG may shift census, plans movement restriction

There are indications that the national population and housing census in Nigeria may be delayed due to funding and logistical barriers. The Chairman of the National Population Commission, Nasir Isa-Kwarra, has disclosed that the commission will meet with the Federal Government to validate the May 3 date for the census. There will be a restriction on movement during the first three days of the census, except for diplomats and those on essential duties. The commission is yet to receive all the devices needed for the census. The possibility of postponing the census was raised as the supervisors and other key officers are yet to be fully trained. The Federal High Court in Abuja declined a request to postpone the census and ordered the NPC to appear in court on May 5.

Court Orders Service of Suit against Census on Population Commission

Mr. Ademola Omotuyi, filed an ex parte application seeking to postpone the planned national census by six months, citing the National Population Commission’s lack of preparation and inadequate funding. However, Justice Inyang Ekwo of the Federal High Court, Abuja, declined the request but ordered the applicant to put the NPC on notice to appear in court and show cause why the motion should not be granted. The matter was adjourned until May 5. Additionally, the court granted an application seeking permission to apply for Judicial Review of a Freedom of Information (FOI) request made to the NPC, which the commission refused to grant. The applicant is seeking comprehensive and detailed information concerning the forthcoming 2023 General Census, including the Quality Test Assurance report on the devices and technology to be deployed, any conflict of interest in the allotment of contracts or jobs, and information on the funds received by the Commission towards the census. The matter was adjourned until May 25 for hearing.

Total Amount of Training Allowance for Enumerators and Supervisors

The National Population Commission (NPC) has released information regarding the training allowances for adhoc staff, including enumerators and supervisors, who will be conducting the 2023 population and housing census. For supervisors, the total training allowance amounts to N95,000, which includes N10,000 for feeding (at N2,000 per day for 5 days), N20,000 for transport, and N65,000 for training allowance (at N13,000 per day for 5 days). Enumerators will receive a total training allowance of N80,000, which includes N10,000 for feeding (at N5,000 per day for 5 days), N20,000 for transport, and N50,000 for training allowance (at N10,000 per day for 5 days).

If you have applied to be an adhoc staff member for the census but your status is still pending, it is recommended that you attend the NPC training in your local government area even if your status has not been approved yet. Attending the training may give you the opportunity to be considered as a replacement for approved applicants who did not attend the training. It is also possible for your status to change from pending to approved after attending the training, as confirmed by a facilitator who experienced a similar issue.

The NPC has already commenced training for the controllers in charge of the Commission’s local government area offices, and online training for facilitators will take place from April 24th to 26th.
