In today’s news from the NPC (National Population Census) on the training of adhoc staff, Chairman Nasir Isa Kwarra announced that President Bola Tinubu will soon reveal new dates for Nigeria’s national population and housing census. Kwarra emphasized that any further delay in conducting the census would lead to additional expenses.
Initially scheduled for May 3 to 7, 2023, during the administration of ex-President Muhammadu Buhari, the census was postponed by the Tinubu administration to a later date. Following a meeting with the President, Kwarra briefed him on the commission’s preparations for the census.
Kwarra informed reporters that the President was fully aware of the existing plans and processes for the census. However, he cautioned that prolonging the delay would result in additional costs for the government. He further explained that the country has already invested a substantial amount of N100 billion in the preparations for the census, and subsequent exercises would be less expensive.
Addressing concerns expressed by the NPC commissioner in Ekiti State about the potential wastage of N100 billion out of the N200 billion released to the commission if the census does not occur soon, Kwarra confirmed the possibility of incurring additional expenses due to extended delays. However, he assured that he had informed the President about the implications of further postponement, and the President was willing to consider their requests.
Regarding the expenditure of N200 billion, Kwarra clarified that the amount had already been incurred. Conducting a digital census is a costly endeavor, particularly for this foundational census. However, he assured that future censuses would be less expensive, as the commission has established a framework that only requires updating. By leveraging advancements in information and communication technology (ICT), they will employ methodologies that save money.
Kwarra emphasized that the census would yield returns exceeding its implementation cost. He stated, “The completion of the census and the resources that we have acquired in the process of conducting the census will more than pay back that N200 billion that you are talking about, and the government will even have some surpluses in the coffers by the time we finish conducting the census.”
When asked to clarify how the money is considered an investment, given that the commission is not a revenue-generating agency, Kwarra explained that the preparations for the census have generated geospatial data that will generate income for the government. It goes beyond mere scanned data, as the geospatial data will contribute to revenue generation.
