Job Title: Assistant Technical Officer – Essential Drugs & Logistics

Job Specifications:

Job Description:

Under the direct supervision of the Team lead, the Assistant Technical Officer – Essential Drugs (ATO-ED) will play a pivotal role in supporting the implementation of sustainable essential drugs supply components for delivering health and nutrition interventions to Cameroon refugees and host communities. The ATO-ED’s responsibilities include:

Job Roles and Responsibilities:

  1. Provide logistics support to the outreach team and Primary Health Centers (PHCs), focusing on reporting, distribution, storage, and warehousing of PHC essential drugs and commodities.
  2. Support PHCs in product selection, quality assurance, receipt of commodities, and efficient storage and distribution systems, including laboratory logistics.
  3. Collaborate with the team to develop, maintain, and improve a logistics management information system for PHCs.
  4. Ensure the establishment and strengthening of Performance-Based Financing (PBF) and Drug Revolving Fund (DRF) systems committees for health facilities through engagement with host and refugee communities.
  5. Support coordinated systems for the Nigerian Red Cross Society (NRCS) to transport health commodities, report and forecast delivery times, transport costs, and performance to reduce stock-outs, eliminate waste, and lower costs.
  6. Ensure that all documentation for health commodities in the team is complete and compliant with established standards.
  7. Monitor disbursements of medications, drugs, and consumables to health facilities.
  8. Coordinate the PBF intervention, including independent monitors’ contracts, deployment, facility gains, and addressing challenges reported by the facilities.
  9. Ensure PHCs utilize the PBF gains for sustainable DRF according to the project plan.
  10. Support PHCs to generate an essential drug list based on the National Primary Health Care Development Agency (NPHCDA) minimum standards and ensure linkage of PHCs to vendors for procurement of commodities.
  11. Liaise with other ATOs for commodity distribution to other locations.
  12. Provide mentorship and guidance to health workers in PHCs on Logistics Management Information System (LMIS).
  13. Support the review of PHC encounter bills and referral bills and certify the bills for payment by the National Headquarters (NHQ).
  14. Assist the team in developing Terms of References for planned activities such as capacity building, missions, meetings, stakeholder engagements, etc.
  15. Review the team’s weekly, monthly, and quarterly project reports.
  16. Review retirements and other financial documents before submission to NHQ.
  17. Submit reports of project activities to NHQ.

Job Title: Technical Officer – Clinical Services

Job Description:

Under the supervision of the Team lead, the Technical Officer – Clinical Services (TO-CS) will play a crucial role in coordinating the delivery of health and nutrition interventions to Cameroon refugees and host communities in the assigned location. The TO-CS will provide technical assistance and support to existing Government systems and structures to enhance primary healthcare services and referral linkages.

Responsibilities:

  1. Ensure the effective, efficient, and quality provision of clinical services at the designated health facilities.
  2. Coordinate and lead the medical outreach team in delivering healthcare to refugees in settlements and healthcare facilities.
  3. Provide mentoring and on-the-job training for health staff and volunteers in supported health facilities and settlements, following national guidelines and Standard Operating Procedures (SoPs).
  4. Support the establishment and strengthening of Ward/Village Development Committees to align with minimum standards set by the National Primary Health Care Development Agency (NPHCDA) and Basic Healthcare Provision Fund (BHCPF).
  5. Offer technical guidance to Assistant Technical Officers in Nutrition, Mental Health, Logistics, and M&E teams within the project.
  6. Conduct patients’ consultations and physical examinations while promoting health education.
  7. Generate Notes for File (NFF) for Persons of Concerns (PoC) requiring referrals to secondary and tertiary care, seeking approval from the Project Manager.
  8. Follow up on PoCs admitted to secondary or tertiary health facilities, monitor their management and progress, provide feedback, and generate discharge summaries and verify medical bills.
  9. Verify death certificates for payments of burial support to bereaved relatives of PoCs.
  10. Ensure availability of medicines and medical supplies for the outreach team to facilitate effective service delivery.
  11. Support ambulance services/crew for referrals and transport of emergencies in PoCs from PHC to secondary and tertiary health facilities, adhering to UNHCR guidelines and SOPs, including insured and uninsured refugees.
  12. Lead emergency response for new arrivals of PoCs.
  13. Conduct assessment and screening of PoCs for physical disabilities, visual impairment, hearing impairment, and albinism.
  14. Support the uptake of high-impact Maternal, Newborn, and Child Health (MNCH) interventions among PoCs, including immunization, Focused Antenatal Care (ANC), treatment of common ailments, Mental Health and Psychosocial Support (MHPSS), and Community Management of Acute Malnutrition (CMR).
  15. Support neglected tropical disease mass drug distribution and cervical cancer screening among PoCs, as well as Long-Lasting Insecticide Nets procurement and distribution.
  16. Review retirements and other financial documents before submission to National Headquarters (NHQ).
  17. Submit reports of project activities to NHQ.
  18. Perform any other work-related duties and responsibilities assigned by the Line Manager.
