FG Releases New NELFUND Loan Guidelines 2025 – Over 2 Million Students to Benefit

The Federal Government has announced fresh guidelines for the Nigerian Education Loan Fund (NELFUND) aimed at improving transparency and efficiency in the student loan system. The reform is designed to make the process easier for undergraduates in universities, polytechnics, and colleges of education. Officials say the new rules will also restore trust among students and their parents who had raised concerns about delays and mismanagement.

According to the Ministry of Education, the updated framework was developed after consultations with vice-chancellors, rectors, provosts, and financial experts. The move followed a committee review which found that while funds were not mismanaged, the system lacked proper harmonisation. The new guidelines now provide a single structure that ensures every student is treated fairly and receives loan support without unnecessary hurdles.

With this reform, the government hopes to create a stronger loan delivery model that guarantees accountability at all levels. The new structure also introduces a monitoring mechanism where every disbursement can be traced in real time, thereby closing loopholes for abuse.

Minister of Education Explains Major Provisions

Speaking on the development, Minister of Education, Dr. Maruf Alausa, explained that the reforms were designed to solve long-standing challenges in the loan system. He said the new guidelines will ensure that no student is denied access to education due to late disbursement of funds. The provisions also establish uniform timelines for application processing, verification, and fund release.

The minister pointed out that the framework sets up a unified fee structure across tertiary institutions to reduce confusion and hidden charges. There will also be a standard refund policy that clearly spells out how students who withdraw from institutions or fail to meet requirements will handle repayments. These steps are expected to increase confidence among students and their families.

Dr. Alausa also confirmed that the reforms include direct collaboration with the Central Bank of Nigeria to track balances in the Treasury Single Account (TSA). This connection will provide real-time updates, enabling faster decision-making and timely release of funds to schools.

Students to Benefit From Timely Disbursement Rules

For students across the country, one of the biggest benefits of the new guidelines is the assurance of strict timelines for loan disbursement. Many students previously complained about waiting for months before receiving their approved loans, which affected their ability to register for courses or sit for exams. The new framework eliminates such delays by introducing a clear schedule that all institutions must follow.

The Ministry explained that communication with students will also improve under the updated system. A standard channel will now be used to share updates on loan applications, repayment rules, and refund policies. This step ensures that students are not left in the dark and can plan their studies with confidence.

 

Another key advantage is that students will no longer have to deal with multiple agreements between their institutions and the government. Instead, one national policy will apply to all schools, creating uniformity and making the loan process easier to understand.

Renewed Hope Agenda and Presidential Commitment

During the unveiling, Dr. Alausa praised President Bola Ahmed Tinubu for making student welfare a priority under the Renewed Hope Agenda. He said the President’s strong focus on education proves his belief that youth are the backbone of national development. The minister noted that this reform is not just financial but a social investment in Nigeria’s future.

The Minister of State for Education, Professor Suwaiba Said Ahmad, also spoke at the event, stressing that the new NELFUND guidelines will ensure inclusiveness. She explained that with uniform rules, students from both urban and rural communities will have equal access to opportunities without discrimination.

Both ministers described the new framework as a turning point that will reduce the financial struggles of many households. They assured Nigerians that the administration is committed to ensuring that every child, regardless of background, can pursue higher education without financial barriers.

Government to Monitor Implementation Closely

To ensure that the new rules achieve the desired impact, the Ministry has pledged to carry out strict monitoring and evaluation of the process. Officials will supervise how schools handle the disbursement timelines, student communication, and refund policies. Institutions that fail to comply with the new framework will be held accountable.

The government also plans to set up a feedback mechanism that allows students to report challenges directly to the Ministry. This channel will help identify issues early and provide quick solutions. With this approach, students will not have to wait endlessly for help when problems arise.

In addition, the Ministry promised that reports will be published regularly to keep the public informed about the performance of the scheme. By making the process open and transparent, the Federal Government hopes to build confidence and demonstrate that the student loan program is working effectively for everyone.
